The most important factors in strategy and force planning are national interest, future threats, and resource management. By national interest I'm talking about public opinion, how we project our values abroad, economic well being and quality of life. With regards to threat assessment, the problem for strategy and force planners is not determining a future threat's capabilities or vulnerabilities but rather their plans and intentions. Planners must determine what vulnerabilities the threat may see as a window of opportunity and attempt to close that window. Resource management is made up of several elements. These elements include management of available forces (including allies), management/attainment of technology, and management of available funds. Planners must determine which combination of resources will best diminish the threat.To tie this framework together, strategy and force planners use the process of assessment. By taking into consideration our national interest, future threats, and resource management (forces, technology, and available funds), strategy and force planners can successfully weigh the risk and formulate a plan.We can use such a framework to guide and evaluate the formulation of strategies and future forces by predicting potential threats that may challenge our national interests and by properly allocating our resources.Lieutenant Ken Rice is an Active Duty Naval Officer stationed in Norfolk VA. He is currently assigned to Commander, Naval Surface Force's Warfare Requirments Directorate as the FORCEnet Requirements Officer. Lieutenant Rice is responsible for the program analasys and budget oversight for Information Technology Transformation for the Surface Fleet. He is currently enrolled at Regent University working towards a Doctorate in Strategic Leadership.
